If you are using a Windows Update April computer, chances are you are experiencing this problem

- click Start then type gpedit.msc then enter
- entered into Administrative Templates => System => Credentials Delegation then double click Encryption Oracle Remediation
- select Enabled then select protection level Vulnerable
